CNP Position on a Racial Justice Committee Recommendation Before the 227th General Assembly

In the weeks ahead of the 227th General Assembly of the Presbyterian Church (U.S.A.), June 22 – July 2, 2026 in Milwaukee, Wisconsin, CNP is sharing its recommendations on key items of business before the Assembly. This post addresses a recommendation before the Racial Justice Committee (RAC).

Task Force to Review Implementation of Black Women and Girls Report (REAC)

This recommendation from the Racial Equity Advocacy Committee (REAC) calls for the creation of a task force to review the implementation of the 2022-approved report of the Black Women and Girls Task Force, which the General Assembly approved at the 225th General Assembly (2022). The recommendation comes amid concerns that the directives from that report have not been consistently implemented as the assembly directed. The 2022 report, which CNP actively supported (as RGJ-13), included explicit, direct advocacy for Black trans and queer women — making its full implementation a matter of concrete concern for our mission of equity and inclusion.

CNP Recommendation: Support

▪  The Covenant Network of Presbyterians supported the 2022 Black Women and Girls Task Force report (RGJ-13) in part because of its clear, direct inclusion of Black trans and queer women, naming the extraordinary risks to health, well-being, equity and justice they faced. Ensuring that the report’s directives are actually implemented is a matter of integrity and justice.

▪  Accountability for General Assembly actions is a basic principle of good governance. When a duly-approved assembly action goes unimplemented, the church has an obligation to understand why and to correct course. CNP is not unaware or unsympathetic to the many transitions and challenges faced by denominational leadership and entities these past four years. Even so, this scarcity of bandwidth should not be resolved through neglecting the needs of the most vulnerable.

▪  This item reflects CNP’s broader commitment to racial justice as inseparable from LGBTQIA+ justice, recognizing that the most marginalized members of our community sit at the intersection of multiple identities, and that the perpetuation of injustice affecting one community diminishes the integrity of our witness as a whole.
